Fiber Optic Cable
Over supply – 95% unused (dark)
Dedicated strands can be leased for “long haul”
“Last mile” (to the station, etc.) would have to be added
Cable costs $33,000 per mile
Cost for each mile is comparable to 1 hour of training for the pilot area
(1000 officers, not including FIRE/EMS, on overtime)
Training could now be done on straight time.

On demand training scenarios
During debriefing after a high risk motor vehicle stop, officers could search for a relevant training piece, and interact with it at the station. The incident is still fresh in the officer’s mind, and he  or she is on regular time.
A Chief could also schedule an officer for such training based on job performance or change in duty.
